Attila - Use the Whip Available on Water Only

Naval units with “Use the Whip” ability can use it after disembark, that mod change that. Naval units will be better on water (because of that ability), but after disembark, they stay as more typical units without special bonuses - that make game more balanced.

Mod excellent cooperate with mod AoC - Shield and Spear Wall for Naval Units.
