I've actually tested this. In my current game I have the Expeditions and Advanced Logistics research finished. And I had this mod installed since starting this game. Then I timed how long it took my Squaddies (Task Force) to move from my base to a certain distance away. It took the SAME amount of time both with the mod enabled and with it disabled.
I think this mod's issue is that the author tried to tack on an additional effect (map travel speed) to existing passive research items (Expeditions and Advanced Logistics) while trying to leave the old effect intact (increased Task Force size):
research.entity.expeditions.effect=bike,maxtaskforce
research.entity.advancedlogistics.effect=car,maxtaskforce2
I don't think it works that way...
