Instant Colonial Nations (No Crown Colonies)

All this mod does, is make it so that Colonial Nations form upon the completion of a single settlement (by reducing Max Crown colonies to 0). Normally you must have five cities within a colonial region for a Colonial Nation to form, otherwise the provinces remain "Crown Colonies" over which you have direct control. Now if you settle one island in the Caribbean, it will still become its own self sufficient colony, regardless if you add more provinces or not.
