This is at the top as best in franchise with RE2R and RE4. If you can get this for $20 or less you're practically stealing it.

I've played it 4 times and will likely revisit soon. DLC is also worth grabbing if you can get it for cheap and enjoy the main story.

From "Oh no" to "Hell yeah" in about 2 hours. If you can get past the aesthetics (though you may not want to) this is a relatively advanced love letter to games like Deus Ex and System Shock, with plenty of Doom and Quake thrown in. Lots of frustration, but the rewards are worthwhile, and unlocks/upgrades are well worth the organ collecting grind(!), as they fundamentally reinvent how you play each complex level.

Hidden levels, weapon unlocks, unnerving but fun dialogue and music, interesting combat and enemies, and insane level design await.

This is my GOTY 2021 so far, and I'm nowhere near done.
