Not necessarily... a group is only as good as its members and tbh we have a bunch of ♥♥♥♥♥♥ members for example :

A GREAT GROUP IS ONE WHERE:
  1. The users are active which includes but is not limited to :
    - Users who take part in discussions.
    - Users who are online often.
    - Users who can give feedback and queries.
    - Users who take part in discussions.
    - Users who acknowledge announcements.

  2. The owner/s are active enough to create and maintain a Steam group.
    - We'll be sure to do lots of give aways and other ♥♥♥♥ I guess.

  3. The users aren't ♥♥♥♥♥.
