The project currently uses stand-ins for civs and cultures as developing the data, UI, and art for a new culture will be a monumental effort. It's more important to demonstrate the concept and allow modders to develop those assets for various cultures later on. There are several candidates including The Natives project which WM mentions in the Q/A.
