From a technical point thats flatly false. Theres no magic barrier that would stop a game from using OS features as any program can. Infact multiple games use TTS features from Windows as well as screen reading. Mumble also uses Windows TTS system for its TTS.
And inversely theres no magic barrier from stopping an AI assistant thats part of an OS like Windows from doing such a thing. It can see what you are doing and can act as a HID but really wouldn't need to for this. Even less work if the game is borderless full screen.
Incidentally OP I disabled then uninstalled Copilot from my laptop.
