REPLACEMENT INDEX CONTROLERS
Steam is working hard to destroy any goodwill they have built with their customers. I don't know if they are having money troubles or this is just bad management.
If you go to the Hardware purchasing page, you will see that you cannot buy a set of index controllers, even though they are listed as a product, it says they are out of stock. However they are not out of stock, you can buy left and right controllers individually, just at $15 more each than they are priced as a pair (that they claim is out of stock). This is just grifting and exploitation. If that wasn't bad enough, they don't even include charging cables with your controller purchase. Even bargain basement brands like TEMU include charging cables with any hardware that requires charging. Valve represents itself as a premium brand but it is not behaving like a premium brand.
With Valve launching a new "premium VR headset" in the coming months, it doesn't seem like an optimal time to go cheap on you customers. This is especially the case since multiple other brands have either released or will be releasing new headsets that will directly complete with Valve's offer.

They've been out of stock for a while as they are likely not manufacturing more and packaging them other than the individually packaged controllers and HMD intended for replacements.

None of the bundles for the full kit, HMD + controllers (without basestations), nor just the controller set have been in-stock for nearly a year. The only things that have been coming back in-stock is the individual HMD, individual L & R controller replacements, the replacement tether, the replacement face interface, and the individual lighthouse 2.0 base station (which has been mostly out of stock as well).

This is very typical with product cycles in general (not just with Valve) where they will slow production and only keep enough on-hand for support/warranty needs prior to a new product being launched.

EDIT: If i recall correctly, the full kit and controllers haven't been in-stock for more than a year and a half in most markets.

To be fair, they are likely seperate boxed items, and as replacements, the odds of needing 2 at once is severely reduced, it's not like they have a bunch of them sitting in a big container they search and box to send out.

It also will matter which region you are in, everything is in stock in the UK, but you could likely save a bunch of cash by buying second hand, something to consider, I got my entire setup for under £300 in as new condition.
