None of the bundles for the full kit, HMD + controllers (without basestations), nor just the controller set have been in-stock for nearly a year. The only things that have been coming back in-stock is the individual HMD, individual L & R controller replacements, the replacement tether, the replacement face interface, and the individual lighthouse 2.0 base station (which has been mostly out of stock as well).
This is very typical with product cycles in general (not just with Valve) where they will slow production and only keep enough on-hand for support/warranty needs prior to a new product being launched.
EDIT: If i recall correctly, the full kit and controllers haven't been in-stock for more than a year and a half in most markets.

It also will matter which region you are in, everything is in stock in the UK, but you could likely save a bunch of cash by buying second hand, something to consider, I got my entire setup for under £300 in as new condition.
