I was a little sleep deprived when this happened so I may have a faulty memory.
At Lord harroways town I met a chap named (something) blackfyre. He spoke of invading parts of essos. I agreed to join him initially but when he asked if I'm sure I declined (the option said i need to think about this some more). I've since returned to the same location but he's gone. Is he a random encounter or is he similar to varys as once you deny him the quest line gets locked?
