The mod itself bugs one of the items of Alphabirth, the Spirit Eye. That is, the Spirit Eye stops working the way it should when this mod is active, even if you have only normal tears. Also, when you have both the Water Balloon AND the Spirit Eye, your item works fine, but the Spirit Eye gets even weirder, popping up balloons at random times.
@Bloodba7h Thanks for the report, unforunetly Hydrophobicity's author would have to fix it.
You can fix it yourself in your own hydrophobicity mod by going into the lua file and adding
if entities/i/ :GetData().normalTear == false or entities/i/:GetData().normalTearRC == false then return end
(replace / with brackets)
to the line after 90 (after the entity tear check)
Edit: Nope it seems to do this every time, even with Azazel.
