Underneath the stadium (The first lockdown area before the bossfight) you'll see 2 tesla coil, metal things dangling down from the ceiling, with white orbs in them
Shoot both of those orbs with the omega protobuffer, and you'll get a phone call immediately from Press box guy "Bro did you just reinitialise the 5G tower..."
After that you can do the initial lockdown / hard bossfight at any point
Currently to access the boss fight you need to build all the variants of the Wonder weapon, then the "under the stadium" area will open, you will be able to start a lockdown in that area, once this is done, you'll head onto the field and do the normal boss fight
then after the bossfight, you head into the press box, shoot the box for the OMEGA protobuffer variant, and do the quest for that
Then when you have Omega, you shoot the 2 white orbs under the stadium with it, and do it again, but on hard mode
