Kinda like in The Man in the High Castle
Basically, if the player´s desire for expansion reached South America, you could split the land with Japan (the Pacific coast down until Chile) and the Atlantic coast up until Colombia.
Then you would have a "choice". Perhaps similar to the Vienna Awards focuses, where you could give the former colonies to their former colonists, for example, Brazil and Uruguay would be given to Portugal and Argentina, Bolivia, Paraguay and Chile to Spain as a sign of friendship... or something.
In case they refuse (I would suggest Brazil and Argentina refusing as the AI´s prefered path), the player would get a war goal against them.
Due to the fact that South America is a difficult place to wage war in, it would be an interesting and surely challenging end game conflict.
This is probably a really difficult thing to add in I presume, and I would say it should, in case you agree, a very low priority on the to-do list.

Also special national spirits and leaders (for example, assigning a General to rule over an RK) would be great for the RKs.
As for spirits and leaders — may be. May be there will be a generic RK focus tree. The ides of assignigng generals as Reichskommisars is really interesting, though. Will look into it, much appreciated.
