Soviets should be able to release Soviet republics the usual way.
Japan and Germany can release the puppets through decisions.
As it should be. USSR is not split at the beginning of the game. The mod only provides opportunities to do so.
This mod is not compatible with R56 or with any big overhaul. There is another version of this mod with less changes to the game files, it should fix the problem, but there are still some compatibility issues.
I'll probably make a specific R56 version as there is a clear demand, but no ETA at the moment.
This is really odd. To be honest, I've never got any attention to the resources, however it should not be a problem.
I suppose what's happening is that Reichskommissariats don't have Excavation tech researched, hence the lack of the resources. But I certainly take a closer look.
I am having an unusual issue at the moment. Whenever I make a Reichskommissariat with the decision all of the resorces in the new Reichskommissariat disappear. So I can't trade with my Reichskommissariat for the Caucasian oil.
To be exact, there are two of them:
763 — Krasnoyarsk
764 — Nakhodka
