You have to find the Elithian races settlement's and if you are lucky you will find a teleport in them when you go trough it there will be a hologram AI that will get you started for their quests and when you finish a few you will get a crafting guide that unlocks those tables and crafting benches keep in mind every race has their missions .

So i found a teleporter on the new races ships that take me to the creon embassy. is that not what you are talking about? Or are you talking about settlements on planets that are different? The race im playing currently is human

the creon embassy gives you quests for the Aegis race you need to do the quest from the female scientist to get the crafting recipe tablet for the aegis .

You also need to find a Avican village on desert planets they have a teleport that leads to their space armada called the star fairer refuge when you get there you will get a few quests one of them gives you a recipe tablet for the Avican tables and benches.

Trinkians also have their own village you can find and space ships that have a computer that gives you a quest that when you finish it you get the trinkian crafting recipe tablet.

The crafting tablets unlock all the recipes for the races like specifically each is for their own race.

You can also find a anomaly in space that sends you to a high level area that has the precursor race architecture and machines BUT be WARNED there are mini bosses guarding it.

In the default crafting table when its tier 2 or 3 i can't remember actually witch tier it is lol.

But first you have to have the crafting specs from completing the quests of the factions .

I believe the Planning Table is what you are referring to? It can be crafted from your default crafting menu "C" key by default. BUT you have to unlock it first through completing the faction quests.
