That's the Akkimari Chaseflight, one of the signature vehicles of the Akkimari! You can obtain a vehicle controller for the Chaseflight by taking down NPC riding the vehicle: they have a small chance of dropping the vehicle controller on death. However, these NPCs are currently very rare (appearing only in random encounters and one non-repeatable instanced quest), so grinding for it may not be very feasible for now. The vehicle will become easier to obtain once the Akkimari become playable, but that's still a ways off.
