I am so confused on the story line
How do you get a watchers office pass if you are not playing as any of the mods races? Can you still do the story even if you are another race?

The storylines are exclusive to the modded races, but there are very few story quests in the current version of the mod so you're not missing out on much. I do still plan on adding actual story missions - which will also be exclusive to the races added by ERM - but those are still a ways off.

If you don't mind using admin commands, it is possible to access these storylines using any other race, including vanilla ones and those added by other mods. These commands are:

ALLIANCE STORYLINE: /startquest '"alliancestoryhidden"' AVIKAN STORYLINE: /startquest '"alliancestoryhidden"' AEGI-EXCLUSIVE racial quests: /startquest '"aegicustomtailoring"' TRINK-EXCLUSIVE racial quests: /startquest '"trinkcustomtailoring"' AVIKAN-EXCLUSIVE racial quests: /startquest '"avikancustomtailoring"' DRODEN-EXCLUSIVE racial quests: /startquest '"drodencustomtailoring"'
