The difference is glow between front and background layers is just how glowing tiles work in Starbound, can't set those individually sadly. These tiles are meant to have only a faint glow: they're great for adding a bit of atmosphere to dark corridors and the like, but aren't meant to replace lights in rooms that are meant to be well lit.
