You can find it in peculiar anomalies, which are cyan-coloured versions of the vanilla anomalies found in space. These anomalies can spawn in any star system (and spawn chances are the same everywhere you go), but the encounter is always level 6 regardless of where it spawned, so come prepared for a fight.
