Avikan and Droden characters should have access to the crafting recipe for that door by default! You can craft it in the "objects" tab of the Metalworking Station. The door is called the "Avikan Vault Door".

Non-Avikan/Droden players can unlock the recipe by obtaining an Avikan Crafting Guide. You can get one by completing the quest "Avikan Crafting Techniques", which you can start in the Starfarer's Refuge.
