Could you explain what this shifty man in the dark pipelines of the ship is all about? Is he suppose to be like a cheat guy if you are a rich man and don't wanna do it the actual way?

Yeah, the Drifter is basically a back-up mechanic in case RNG or mod incompatibilities prevent you from completing certain quests. He'll sell almost any quest item in case you're unable to find it on your own, and will also sell racial Crafting Guides after you've completed their required questlines (so thatyou can recover them if you lose or sell them at any point).
