If it's the Vanguard Supply Crate that your tenant wants you to craft, you should be able to find the crafting recipe in the furniture tab of the Avikan Metalworking Station. There's quite a few items in that tab, so it's quite easy to miss this one when scrolling through the list. Avikan and Droden characters should start out with the blueprint unlocked by default, while other races have to complete the "Avikan Crafting Techniques" quest first.
