Sounds like Firaxis bugged code found a new weird interaction into the utterly wasted WaterWorld. As I see you could only try deleting your .ini before verifying cache and reinstalling the game. Other than that you'd have to contact support.
However, in my experience, there are more mods interactions than one acknowledges at a first or second glance.
