Mostly freedom, but i had a game with EVERYBODY choosing autocracy. They never took communism, which i prefer, because its so much better then the real communism. (why do commis have such great production with 5 year plan ? in reality it sucked and was far inferior compared to capitalistic production - with the possible exception of tank production, they built over 40000 T-34s, at least a docu claimed that .....)
