FR is the problem, nothing built into this mod or that this author has anything to do with.
As Fraken' Race's site says[sayterdarkwynd.github.io], the Kazdra get -50% on their base cold resistance. Enviromental Heat and cold work on a threshold system, where you need a certain amount of heat or cold resistance to not suffer constant damage in that enviroment. I think the break points are 20%, 40%, and 60% but don't quote me, they could be even higher.
What this means is that it's outright impossible for a Kazdra to survive on any cold planets for any length of time without super end-game equipment supporting them. You'll have to either remove FR (which can be done without corrupting your saves), set up on some other planet he can actually tolerate, or blitz for late-game armor that gives massive cold resistance (On top of the EPP+Augment) or other late-game tech that modifies the enviroment around where you chose to set up.
