you need to add:

[Server Settings]
PerPlatformMaxStructuresMultiplier=10
PlatformSaddleBuildAreaBoundsMultiplier=10


to your gameusersettings.ini to built big boats again. ARK changed how area bounds work, and these rafts all defaulted to a default measurement which is very small.
