Step 1
Place as many normal foundations as you can to cover the rafts surface.
Step 2
Place a thatch ceiling in the direction you would like to extend your foundations.
Step 3
Place your foundation under the thatch ceiling, it will now snap to your other foundations where it wouldn't before.
Step 4
Remove the thatch ceiling.
Step 5
Repeat for as far as you would like to extend the raft up to the build radius.
NOTE:This method works completely fine with vanilla structures, there is no guarantee this will work with modded structures
