Intelligence Agency Not Working
This mod is not allowing me to recreuit a spy after I create an Intel Agency. It says the Intelligence Agency is not formed yet, and I can recruit once it's created. The problem is that even though I already created the Intel Agency, the game doesn't recognize it and still displays that message.

The same has happened to me, that happened because I had a mod installed that increased MORE XP and CP, check if you have any mod of that type installed.
