Minors building Infra only.
I notice the minors A.I is focused on building infrastructure. Is this by design? Just wanted to point that out :). Its just weird seeing Afghanistan and Siam with level 5 infrastructure! Great Mod though.

Depends on the situation but generally yes, minors will build a lot of infrastructure to max out their resource extraction or simply because they already maxed out their factory slots.
