Does the Expert AI mod make the AI build railroads?
Currently having a bit of an issue with the AI not being able to build new railroads and supply dumps. Will this mod allow it to do so?

Not really. I don't believe there is anything available for modding in the supply construction AI that would make a difference. Only options would be various types of cheats like spawning supply networks in or reducing supply use. Setting supply use modifiers for the AI should be possible already.
