Bonus losses.
test-1 There is a problem with the assignment of bonuses to countries these bonuses disappear when I reload the game or after a while, only the Expert AI idea appears and does not show any bonus.

test-2 I've generally noticed that this happens when I apply desperate defense bonuses to some other country, so the bonus of a random country is removed, with custom bonuses.

Well, probably. The problem I found had wasn't related reloading or desperate defense. Just entering the country config without changing the custom bonus/difficulty level caused the bonuses to disappear.
