The gnome critter will spawn when one of the built homes is activated with a wire trigger, so you will need access to the wire tool and some sort of button or lever. The radar dish included with the mod is an immersive option for that. As for income, the gnome bank functions like a crop, though does not require tilled soil and can be placed anywhere that any other gnome structure can be placed.
