I think you should make it so characters can spawn with psycasts. To make that occur, you would probally need to have a new feature to allow pawns to randomly be generated with psycasts. Then, set the chance to 0, and have the window that shows that not appear. But, when making a pre-set, you can set those in the (now) visible window, since, while the chance is low, you can add it in, bypassing the chance. Just an idea and an idea on how to do said idea!
Or a possibility in normal character generator.
Both of which are used as basis for what Prepare Carefully is limited to. It imports everything you setup in the scenario editor. So you can alter all the equipment and such. Every aspect of character creation in Prepare Carefully draws from the pool of every slightest attribute available in the default random character generator. None of which include psycasting at start.
Therefore, what you're suggesting is outside of the bounadries of what this mod is meant for. It would be like adding more color possibilities for hair and skin.
But, I understand why, since editing the starting conditions isn't the goal of this mod.
Besides, Simple Sidearms could add a new animal, if it had a biological laser...
