Its something with the steam client, some games/mods when reinstalling gets stuck happened to me twice or thrice.
You can also try this. (Be careful or backup the workshop dir before you do this)
1. Uninstall the mod only the one not required. A directory will become 0 byte in the workshop folder.
2. Go to steam library SteamApps\workshop\content, sort by date descending, that should bring you with the recent folder that became zero bytes. Tyr and delete the folder.
Sometimes it will not allow deletion due to permissions, when this happens just keep trying to install the mod.
