Ascendant Neochadamus Shows unassigned but cant assign him
I recently had this event pop up and I see Ascendant Neochadamus as a leader in my pool but if I try to assign him he is does not pull up as a leader for an assignable position. Am i missing something or is it bugged?

When you get him, he should be assigned as governor on the gaia world and should be locked there. He can be also added to the council at the same time.

Did you get the planet without him being the governor?

I had this same issue, where he was assigned to the planet correctly - but something made the last pop leave the world, uncolonizing it and leaving him in my leader pool unusable.
