This is simply bad luck. We do not change anything related to the crisis events.

I seem to remember that after "Federations" update there was lot of players telling that the contingency was almost like default crisis(other AI players went pretty crazy with droids and synths). One of the reasons why they now gave players opportunity just choose their crisis when starting the game.
