For Louis - "On fire" line in his Character-specific 7 radial menu.
For Bill - "On fire" line in his Character-specific 2 radial menu.
There is no such line for Francis.

You should read HOW TO USE section in the description. Character-specific menus are explained there.

I've tested both custom campaigns in single player and local host, and vocalizer worked normally without any problems.

i forgot what addon maps and i did not test your mod on those maps

it doesnt work im clicking every keybind that has them and BOOM nothing i would say Zoey is right
