Ion just fixed that hours ago.
I can only picture the situation like this... "dont like spammers huh? well ♥♥♥♥ it, no more voicelines all together, lets see you spam now!" xD its sad that we got to lose vocalicers just because of some people who enjoy spamming screams or whatever. Perhaps, maybe, just maybe, if they could make the voiceline limitations just an alternative option in lobbies that is checked by default like the lobbies being blocked to friends only by default... so that way when you are playing a serious match where you know people are gonna use the vocalicer properly... but i guess thats asking too much :c
Still we got a pretty good update but... aT wHaT pRiCe
They did actually fix this issue a few hours back since many players shared a rather negative view about it.
Like Abe said.
I've just tested that line for Zoey on official Valve server and in single player, and it works without any problems. No crashing.
hm, guessing it's either fixed now or just an issue on my end. i'll try to hop on later and test it out again
