Pavement Similarity
Does the pavement surface paint act the same as a normal pavement? I.e. can cims walk on it?

This doesn't affect the behavior of the game at all. It is only visual. If you paint over a pedestrian path, it will not prevent the cims from walking through but if you paint over grass it doesn't make that a path.
