Choppy Pavement
I've seen people use this tool in videos, but every time I try it creates choppy edges that it won't cover. The more I "chase" the choppy edges, the farther they move away from me.

I have to use this instead (it comes in several sizes), but I think your mod could be much better, if I could get it work. Brush 1x1 Concrete

Bumping because I have this exact same problem and it's made this mod pretty much pointless for me since 95% of why I downloaded it is for pavement.

This is just how the game works, use surface painter for large areas and then finish edges with decals.
