Damn, somehow everyone is at war but the war tiredness is eternally stagnant. Is this possibly a mistake?

I'm playing as the Federation and had a defensive treaty with the Klingons, who are fighting 2 wars (and got me into one) but they just won't end. The one I'm involved in is a civil war against House X but since they have no more ships and no sectors the war fatigue has stagnated at 3% for what feels like forever.

Does anyone here have a tip. Is there a PEACE console command or something? :-)
