How do you claim a system that doesn't have a star to allow building a starbase? Do I need to wait til I research deep space stations and build one there?

Some systems cannot be claimed... I know it's a little confusing, even annoying, since some spawn with really good resources, but cannot actually be claimed... Mostly it's nebulas and the like...

Basically, if you have no option to build an outpost once explored, it's not a claimable system...
