I am stuck here as well. I just got the emissary part done and the worm hole has opened. Bajor is part of the federation, so technically I dont own it, Bajor does but since they are in the federation, shouldnt I still be able to build the Nor Station? Nor station is in my ship list, the quest said that a special ship would spawn for me to build it or some such, but nothing spawned. What am I missing?

I wasnt able to figure it out. I actually owned Bajor and wasnt able to create the mega structure. I just gave up.

I finally figured it out. You dont actually build the ds9 at the wormhole. Go to the planet bajor and click on the mega structures build there with your construction ship. It then gives you an option to move deep space station to worm hole. Do that and that will build ds9 at the worm hole. Took me better part of 2 hrs to figure it out finally.
