Many of the pre-TMP era ships cannot even mount phasers, which might be the issue...
That one is only for select ships, like the Kelvin and Constitution, IIRC... It's not a standard phaser beam tech, like the Compression Phaser, that can be used on pretty much all ships...

Because the Burst Phasers are more advanced than the, frankly, very primitive techs you do have, it's caused the rest to become obsolete...
The Andorian Phasers are brilliant at higher tiers, btw, and usuable on a very wide range of ships, so are a good option to pursue...
