When the Federation Council meets every two years, there should be an option at the top, something along the lines of 'begin talks with prospective member powers.' Clicking on that should reveal the Denobulans and Bolians, if you are in a coalition with them.

so that used to happen in my older games but when I enter diplomacy now after updates with the likes of them i have very limited options and can't enter them into a coalition I have to wait until they ask or get other members to invite them.

I just cant integrate the smaller empires at all in this, i am able to add the saurian and the Deltans but any others i just cant integrate into the federation through typical means.

Are they already in a coalition? If so, you won't be able to join their coalition if you're already in one yourself.

So we are all in a coalition together, as i say i had the Deltan and the Saurians in the sample coalition but the others don't pop up when the fed council assembles to start integrating, so far the only way i can integrate them is go to war but seems a bit anti-fed.
I don't know if any of the other DLC's are affecting this? I have every DLC activated.

Update - after uninstalling the mods and the game and deleting all game files in between, i reinstalled everything and its all working now, its like a brand new game now. Thank you for your help.
