The NX Enterprise is "build" via events. Literally within a month or two you should have had an event asking if you wanted to progress at a normal pace or expedite. Expediting I believe gives a special project while progressing at pace gives you another chance a few years later.

On the prior versions yes that is what happens but I am on 3.0.4 because the current version of the mod boots into the base and not he mod which is a whole separate set of problems. I only get the development part of that event chain. and most of the time by the time it does come up I am after the Xindi storyline and the Kir'shara storyline. once I even got he refit popup and I still did not even have the NX Enterprise.
