I have been trying to find a clear answer. I am Cardassian and unable to create sectors. I have the core sector of Cardassia Prime that was automatically created.

Also, I occupied Bajor, but it is practically worthless because of the Occupation tag on the planet. Is there a way to remove the tag? I have already put down one rebellion.
