Earth Confederation - Can't Build Flagships
I have the san fran ship yard, I have the design for the NX Flagship, but nowhere has the option to build it. Help!

At least with normal UE/Fed, you also need to build the Utopia Planetia megastructure. That will create a specialized vassal entity you can interact with through your diplomatic contacts, and will a have options to order flagships through the diplomatic interaction. Not sure if there's something different about EC though.
