I recently started a game as the borg and have just unlocked the harvesting tradition, as well as increased the size of colony harvesting. I have 4 empires surrounding me, the Hirogen Hunters, Kazon Sects, Pralor Auxillary and Congress of Banea. All 4 have 100 intel and infiltration as well as an envoy, the Kazon even have a locutus.
My problem is that I can only select the "Analyse assimilated data" option, not the "Assimilate Vessel" or "Harvest Colony" options. I assume assimilate vessel requires me to be at war with them, but for the Harvest Colony option it says I need an observable colony below the max colony size, but I can't select it even though I can see colonies with 2 pops. Is this a bug or am I missing something?

It is a bug. And if you want to already fix it yourself a solution can be found from the mod´s Discord in stnh_bugs_form channel. Otherwise should be fixed with the next update.
