In my game playing as the Federation, I had the Romulans declare war on the Cardassians. I'm on pretty good terms with the Cardies and have open borders with them but NOT with the Romulans. However, both fleets are currently hoovering over my territory. How is this possible if I have my borders closed to the Romulans and they have theirs closed to me?
